Two Held on Charges of Filing False Report

The Panama City Police Department announces the arrest of Steven D. Kinney, 22 years of age and Amber J. Lackey, 22 years of age. Kinney and Lackey were arrested on May 27, 2012 for False report to Law Enforcement.

On May 27, 2012 at approximately 2:30 a.m. Panama City Police officers and detectives responded to Gulf Coast Medical Center in reference to a stabbing. Kinney was being treated for a stab wound. Kinney provided statements to detectives that an unknown male stabbed him near a restaurant on W. 15th Street. Detectives made attempts to follow up on the information and were unable to confirm Kinney's story or locate the alleged crime scene. Lackey, who witnessed the stabbing incident, provided further false information about the incident but she did name a possible suspect. Other witnesses were located including the alleged suspect.

Detectives were able to locate the true location of the incident in the 2500 block of Lisenby Avenue where the crime scene was located. This incident occurred in Bay County's jurisdiction and the stabbing incident was turned over to the Bay County Sheriff's Office. Lackey was booked into the Bay County Jail at approximately 6:45 a.m. for the False Report charge, Kinney was later booked after he was released from the hospital at approximately 8:30 a.m. for the False Report charge and with Violation of Probation for an unrelated charge.
