Panama City, Fla. -

The Panama City Police Department announces the arrest of Richard W. Wynn, 32 years of age.

Wynn was arrested on June 14, 2012, at approximately 4:00 p.m. and charged with Sex Offender, Failure to Register. As indicated on a previous news release, officers have been investigating allegations of a black male matching Wynn's description exposing himself to persons while he walks or rides a bicycle.

During the investigation, officers identified Wynn as the only suspect and it was learned during this investigation that Wynn no longer resides at his registered address.

Wynn failed to register a new address as required. The actual address Wynn registered with the Bay County Sheriff's Office and the Florida Department of Law Enforcement is vacant. The investigation into the exposure incidents is ongoing.
