Man Charged with Felony Domestic Abuse

The Panama City Police Department announces the arrest of Charles A. Woullard, 46 years of age. Woullard was arrested at approximately 1:00 a.m., on July 18, 2012, for one count of felony domestic battery.

The Panama City Police Department responded to a residence in the 700 block of E. 12th Street in reference to a woman who stabbed a man in the leg. Responding officers detained the female and recovered the knife that was used. The male, Woullard, was transported to a local hospital by EMS with at least 3 stab wounds to his leg.

Officers and detectives learned during the investigation that the incident was repeat domestic violence and that Woullard was stabbed while battering the victim in the residence. Detectives also learned that Woullard and the victim have had domestic violence issues in the past including Woullard being arrested by the Panama City police Department for domestic battery.

The victim did not receive injuries that required medical treatment and was not charged in the incident. Woullard was arrested after being treated and released from the hospital; he was booked into the Bay County Jail. Woullard was charged with felony domestic battery due to having three or more domestic violence charges in the past.
