New Appointments Announced for Bay District Schools - WMBB News 13 - The Panhandle's News Leader

A number of schools will open the new school year with new administrators due to the retirement of several principals and the vacancies left as assistant principals moved up into higher leadership positions.

Lennis "Coy" Pilson is the new principal for Rutherford High School. He replaced Mike Kennedy who retired at the end of last school year. He began working for Bay District Schools in 2010 as an administrator at A. Crawford Mosley High School. Pilson began his teaching career in 1994 and was appointed to his first administrative position in 2002. He has held administrative positions at various middle and high schools in Virginia, Florida and California, which includes schools that have International Baccalaureate programs as does Rutherford.

He is a graduate of the University of Virginia with bachelor's and master's degrees. He completed an educational specialist degree at George Washington University. 

Chandra Tyson replaces retiring principal Anita Dillard as principal of Rosenwald High School. Tyson has been the school's assistant principal since 2009. For two years prior, Tyson served as the district supervisor of elementary education and was also an administrative assistant at Southport Elementary School in prior years. Just after graduating from college she also taught elementary school and was a supervisor in a South Florida school district.

Tyson is a graduate of Bay High School and Gulf Coast Community College. From the University of South Florida, she earned a bachelor's degree and Master of Science degree in Educational Leadership.

Glenda Nouskhajian, the first assistant principal at Breakfast Point Academy, has taken the helm as principal of Hutchison Beach Elementary School following the retirement of Shirley Ramsey. She was an elementary school teacher at schools in Bay County and Bremerton, Washington between 1993 and 2004. She also served as a district mentor resource teacher for Bay District Schools. Her first administrative position was at Tyndall Elementary School beginning in 2005.

Nouskhajian has a number of special teaching certifications and awards for excellence in teaching, which includes being named a finalist for the Bay District Schools Teacher of the Year. She is a graduate of Tallahassee Community College and Florida State University with a master's degree from Florida State University.

Carol Rine prepares to start the school year as the new principal of Merriam Cherry Street Elementary School. She was appointed to replace Dr. Jean Olson who retired. She began her career in the early 1990's at Everitt Middle School where she taught English and math. A few years later Rine was hired at the district office as a curriculum technology resource teacher. Later she worked as an online course designer for Beacon Learning Center and as an adjunct professor at Florida State University-Panama City. Rine was also an administrator at both A. Crawford Mosley and Bay High Schools.

Rine holds bachelor's and master's degrees from Florida State University and certifications in numerous disciplines, including Educational Leadership.

Kimberly Kirkman is now the principal at Parker Elementary School replacing Anna McLain who retired. She came to Bay County in 2007 from Pompano Beach where she was the band and orchestra director at Highlands Christian Academy. In Bay County, she first taught Reading at Deane Bozeman School. Her first administrative appointment was at A. Crawford Mosley High School in 2009 followed by her service as an assistant principal at Jinks Middle School beginning in 2010.

Kirkman is a graduate of Liberty University where she was a drum major and graduated cum laude. She earned her Master of Science degree in Educational Leadership from Gulf Coast Bible College.

Wes Smith moves up from an administrative assistant position at Surfside Middle School to be assistant principal at A. Crawford Mosley High School. He started as a social studies teacher at Surfside in 2003 and accepted his first administrative position there in 2009. He remained at Surfside until he was offered the assistant principal position at Mosley starting this school year.

Smith is a Mosley graduate and received his Associate of Arts degree from Gulf Coast Community College. He completed his bachelor's degree at Florida State University Panama City and his master's degree in Educational Leadership and Policy Studies at Florida State University in Tallahassee.

Doug Lee was promoted from administrative assistant to assistant principal at Rutherford High School.  His first job after completing his teaching degree was in 1993 as a physical education teacher, head baseball coach and assistant football coach at Rutherford until 1998. He held the same positions at Mosley from 1998 to 2011.

Lee is a graduate of Rutherford High School and Gulf Coast Community College. His Bachelor of Science degree is from the University of West Florida where he also completed his master's degree in Education Leadership.

Andra Phillips will fill the assistant principal position at Rosenwald High School. She starting teaching at Yakota Airbase in Japan as a Conversational English teacher. She joined the ranks of Bay District Schools in 2003 as a classroom teacher at Hiland Park Elementary School.

She transferred to Tyndall Elementary School the next year where she served as a classroom teacher, lead teacher and peer mentor to new teachers at Oscar Patterson Elementary Magnet School. In 2009, Phillips became the Response to Intervention coach at Patterson until this year.

She earned her associate's and bachelor's degrees from the University of Maryland University College at Yakota Airbase, and a master's degree in Education Leadership from Grand Canyon University in Phoenix.

Keri Weatherly attained one of her goals as an educator when she was appointed as assistant principal at Breakfast Point Academy. Her teaching career began at Cedar Grove Elementary School in 2006 where she was also placed in a number leadership positions over her four years there. She was selected by her peers as the Cedar Grove Teacher of the Year candidate in 2010.  In the past two years she gained administrative experience as the administrative assistant at Mowat Middle School.

Weatherly has undergraduate degrees from Gulf Coast Community College and Florida State University Panama City. Her Master of Education degree in Education Leadership is from the University of West Florida.

Cynthia Walker was promoted to assistant principal at Mowat Middle School where she has worked as an administrative assistant since 2011. An English teacher, she taught at a number of schools in Michigan from 1992 to 1996. She then moved to Bay County and first taught at Panama City Advanced School followed by two years at Bay Correctional Facility. Between 2000 and 2011 Walker was a teacher at Bay and J.R. Arnold High Schools.

A graduate of Kellogg Community College, Walker also graduated magna cum laude with a Bachelor of Arts degree from Western Michigan University. Her master's degree in Educational Leadership is from Florida State University Panama City.
