
The Bay County Sheriff's Office announced the arrest of Quanzda Hillsman today after a juvenile victim positively identified him, during a CPT interview, as the man that molested her last week on the campus of Oscar Patterson Elementary School, located at 1025 Redwood Avenue, Panama City. Hillsman is not an employee of the Bay County school board.
According to the victim, the incident occurred on Thursday, July 19, 2012. She was volunteering at Patterson Elementary to help the younger children during summer school. On her way to the bathroom, she encountered Hillsman, who, the victim stated, "asked her for a hug" during which time he "hit my bottom with his hand". The victim stated she attempted to get away but was unable to because Hillsman held her, grabbing her breasts, and tried to force her into the bathroom. According to the victim, the only reason she was able to get away from Hillsman was due to the presence of two maintenance workers walking down the hallway towards them.
BCSO Criminal Investigators discovered during the course of the investigation that Hillsman had been brought to the campus by his mother, who works at the school. Other employees stated to investigators Hillsman is routinely seen on campus waiting for his mother.
Investigators also learned that Hillsman, DOB 4/28/80, of 1466 Betty Lane, Springfield, has been arrested several times previously on similar charges. In 1998, Hillsman was arrested for False Imprisonment of a Child by the Springfield Police Department as he attempted to drag an 11 year old victim into a wooded area. He stated to police he would have had sexual intercourse with her if he had not been stopped. Hillsman was arrested in 2006 for Domestic Battery, and in 2009 for Lewd and Lascivious Molestation and Sexual Assault on a victim under the age of 12.
Hillsman has been taken to the Bay County Jail and booked on charges of Lewd and Lascivious Molestation and False Imprisonment of a victim younger than 13.
