The Bay County Sheriff’s Office today announced the promotion of Joe Smiley, a Lieutenant in the Warrants Division, to the rank of Captain and Warrants Division Commander.
After several months as an auxiliary Officer for the Panama City Beach Police Department, Captain Smiley joined the Bay County Sheriff’s Office in 1990 and served as a Deputy Sheriff in the Field Services Division and as a School Resource Deputy. In 2000, he requested a transfer to the Warrants Division where he was promoted to Sergeant in 2006 and Lieutenant in 2008.
Captain Smiley has had a distinguished career, receiving numerous awards and honors while serving at the Bay County Sheriff’s Office, including the American Legion Post 356 Law Officer of the Year Award in 2006, the Medal of Commendation in 2004, Deputy of the Month in 2004, 1999, and 1996, a Commendation in 1997, and BCSO Employee of the Year in 1996. Captain Smiley also has served on the BCSO Honor Guard.
